The Programme Specialisation constitutes the supporting tool for the planning and issuance of new calls, the integration of operations and the overall monitoring of the implementation of the Programme, while at the same time contributing to the effective management of the Programme itself, taking into account its objectives and priorities.
For the Programme Specialization, the Managing Authority proceeds with the following actions:
– It identifies the competent bodies related to the strategic areas of the Programme and cooperates with them in the formulation of the specialization document.
– It informs these bodies of the start of the specialization procedure by sending the standard proposal form of Annex II with no. prot. 86884 / 12-09-2022 circular of the National Coordination Authority for the Partnership Agreement “on the specialization of the Programmes of the Programming Period 2021-2027” in order to submit proposals and sets a binding date for receipt of proposals, which cannot exceed 2 months (article 35, par. 3 of Law 4914/2022).
– After examining the proposals, it completes the standardized specialization document of Annex I of the aforementioned circular, separately for each action of the Programme, taking into account the approved Programme and the eligibility rules, the prioritization of needs and the special conditions as they have developed in the course of implementation of the Programme.
– It proposes the final draft of the specification document to the competent body supervising it, which approves the specification document by its decision.
The Managing Authority may separately specify the sub-actions of an action and issue two different calls for proposals for these sub-actions.
